Does the AX-324N CPU provide positioning functionality via the built-in high-speed output?

The answer is no. It doesn’t provide axes position control through the high-speed outputs. Those are only PWM outputs and can be used for other purposes, like producing square wave outputs according to the result of a PID calculation. In short, if the term mentioned in the catalogue is Pulse Output, it controls axes and provides positioning. If the term mentioned is the PWM Output, they are only PWM outputs not also pulse outputs.
