Please follow the steps below to resolve the issue:

1. Install Security Update for Microsoft XML Core Services 4.0 Service Pack 3 (KB2758694)
   Download Security Update for Microsoft XML Core Services 4.0 Service Pack 3 (KB2758694) from Official Microsoft Download Center

2. Open Command Prompt and register msxml4.dll 

cd c:\windows\syswow64
regsvr32 msxml4.dll

When the system shows the message below, it means registration succeeded.
